[HE] Words with double quote marks shall not get split at line end in Hebrew text

In Hebrew, the double-quote mark is often used to indicate an abbreviation. Thus A"R might mean "Amar Rabbi". In other words, in Hebrew, at least - unlike in English - the double-quote mark is not necessarily the end of a word. The problem is that when a construct such as A"R (in Hebrew letters, of course) appears at the end of a line, OO will sometimes split the expression, with A" at the end of on one line, and R on the next line. In Hebrew, this totally loses all meaning. Thus it is important that in Hebrew the program must recognize that when there are Hebrew letters on both sides of a double-quote mark, the whole construct must be kept together, as a single word.

maybe solved along with issue 19716 (I doubt that this is related though - western text doesn't get split at quotation marks in OOo 1.1.2) I think there's a typographic mark for this purpose (see also issue 31149). I guess you should use GERSHAYIM instead (U+05F4).

Adjusted summary. This Issue was overlooked for a while. I think that line breaking would be only one symptom. What about spell-checking those words? Is this still a problem in OOo 3.0.1? If so, please provide a Hebrew sample text and attach it to this issue.

Bugdoc and screenshot attached. I failed to reproduce a line break at the quotation mark, but as you can see in the screenshot, spellchecking does not work here.
Since "mutating issues are invalid, this one looks OK now. Set to "Worksforme". I Wrote spin-off issue 99796: [HE] Words with double quote marks shall not get split for Hebrew spellchecking.
